R E S O L U T I O N
         WHEREAS, Eight-year-old Baxter Speed of Abilene has
  distinguished himself through his interest in state government
  during the 80th Legislature, researching and advocating the
  placement of seatbelts on school buses; and
         WHEREAS, A student in the Gifted and Talented Program of
  Bonham Elementary School, Baxter Speed has already proven to be a
  community leader at a young age, raising money for school
  fund-raising projects from recycling goods and from his lemonade
  stand; and
         WHEREAS, He has been active as well in such efforts as the
  flood assistance program of the United Way of Abilene, food drives
  with the Boy Scouts, and the Jump Rope for Heart program at his
  school; and
         WHEREAS, For his generous gift of time and energy to various
  good causes, Baxter Speed has been recognized with several awards
  and certificates, including the Volunteer Service Certificate of
  Recognition from the United Way, the Eagle of the Week/Month
  designation for leadership and good citizenship from St. John's
  Episcopal School, and the Good Deeds Recognition Award from the Boy
  Scouts; and
         WHEREAS, He also lives the active life of an eight-year-old,
  playing flag football and basketball, learning riddles and magic
  tricks, and participating in Cub Scout Den 7 of Boy Scout Pack 271
  in Abilene; and
         WHEREAS, Recently he has taken up the cause of installing
  seatbelts on school buses, undertaking his own research on funding
  and visiting the State Capitol as an honorary page; and
         WHEREAS, Baxter Speed is an exemplary young Texan,
  demonstrating qualities of citizenship, leadership, and commitment
  well beyond his years, and it is a pleasure to recognize this
  shining star of his community for his many good works and deeds;
  therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby honor Baxter Speed for his outstanding community
  activism and commend him for his genuine interest in helping
  others; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Baxter Speed as an expression of high regard by the
  Texas House of Representatives.
