R E S O L U T I O N
         WHEREAS, The 87th birthday of an esteemed Texan is truly
  cause for celebration, and D. L. Willis of Midland is observing this
  significant milestone on May 21, 2007; and
         WHEREAS, Born in 1920, "Dally" Willis has served as the
  full-time lobbyist for the Communication Workers of America, the
  Texas AFL-CIO, and the statewide labor movement for more than 45
  years, during which time he has seen such notable victories as the
  preservation of the Austin State Hospital, several state employee
  pay raises, and increased state contribution to employee health
  care; his friendly smile has endeared him to house members on both
  sides of the aisle, as have his trademark stickers, which recognize
  occasions from Valentine's Day to bluebonnet season and are often
  found on the lapels of representatives and their staff; and
         WHEREAS, Keeping close watch on legislative activity, Mr.
  Willis spends much of his time traversing the corridors of the
  Capitol, where he still prefers the stairs to the elevator and
  where, over the course of his tenure, he has witnessed history
  unfold; and
         WHEREAS, This World War II veteran has further distinguished
  himself as leader of the Permian Basin Central Labor Union, for
  which he coordinates volunteer activities, public relations, and
  education and legislative activity, and he continues to make annual
  trips to Washington, D.C., to lobby the U.S. Congress on behalf of
  the Texas CWA; and
         WHEREAS, Mr. Willis has inspired countless people with his
  devotion to hardworking Texans and the labor movement, and his
  birthday provides a welcome opportunity to honor him on his
  outstanding achievements; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate Dally Willis on the occasion of his
  87th birthday and extend to him sincere best wishes for continued
  success and happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Willis as an expression of high regard by the Texas
  House of Representatives.
