R E S O L U T I O N
         WHEREAS, The Honorable Juan M. Garcia III, of Corpus Christi,
  has rendered outstanding service to this country as an officer in
  the United States Navy and as a member of the U.S. Navy Reserve; and
         WHEREAS, A second-generation naval aviator, Representative
  Garcia joined the service in 1992 and received his "Wings of Gold"
  at Naval Air Station (NAS) Corpus Christi; he flew 30 armed missions
  in the Persian Gulf in 1998 during Operation Desert Thunder, and the
  following year, while serving on the aircraft carrier USS
  Constellation, he flew missions to enforce the no-fly zone over
  Iraq; and
         WHEREAS, Representative Garcia also served as a top aide in
  London to the deputy commander in chief of U.S. naval forces in
  Europe, and he took part in Operation Allied Force in Kosovo in
  1999; since leaving active duty in 2004, he continues to serve as an
  instructor pilot in the Navy Reserve at NAS Corpus Christi; and
         WHEREAS, Among the military awards conferred on
  Representative Garcia, who holds the rank of Lieutenant Commander,
  are the Joint Services Commendation Medal, the Navy and Marine
  Corps Commendation Medal, and the Navy and Marine Corps Achievement
  Medal; and
         WHEREAS, Juan Garcia graduated with honors from UCLA in 1988,
  and he received both a law degree and a master's degree in public
  policy from Harvard University in 1992; in 1999 he was selected as
  one of 16 White House Fellows, and through that leadership
  development program he served as a special assistant to the U.S.
  secretary of education; and
         WHEREAS, Presently a freshman member of the Texas
  Legislature, this esteemed Texan represents the citizens of House
  District 32; he serves on the Agriculture and Livestock and Defense
  Affairs and State-Federal Relations Committees; and
         WHEREAS, In private life, Representative Garcia is an
  associate attorney with Hartline, Dacus, Barger, Dreyer & Kern in
  Corpus Christi, practicing in the area of civil litigation; he and
  his wife, Denise, are the parents of four children: twin
  eight-year-old boys, Jack and Luke, six-year-old daughter Calista,
  and three-year-old son Alex; and
         WHEREAS, Juan Garcia discharged his military duties with
  unwavering courage and professionalism, and he has brought to his
  responsibilities as a legislator the same deep commitment to
  service that inspired his stellar tenure in the United States armed
  forces; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby commend the Honorable Juan M. Garcia III for his
  exemplary contributions as a member of the United States Navy and
  extend to him sincere appreciation for his continuing efforts in
  this country's behalf; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Representative Garcia as an expression of high regard
  by the Texas House of Representatives.
