R E S O L U T I O N
         WHEREAS, Frances R. Anderson, is a native of Georgetown,
  Guyana (British Guiana) South America; and
         WHEREAS, Mrs. Anderson is a graduate of Tuskegee University,
  Alabama (BS), she furthered her studies at Lincoln University and
  East Texas State University, Texas A&M at Commerce, Texas; and
         WHEREAS, She has earned the distinguished lifetime
  certificate in elementary and secondary education; and
         WHEREAS, over the course of her 30 year teaching career,
  22-year tenure in Terrell, Texas; and
         WHEREAS, Mrs. Anderson's Community involvement is paramount,
  her community experience includes a 17-year tenure as City Council
  Member City of Terrell, and served as Mayor Pro Tem, Board
  member-Kaufman County Appraisal District, Vice President-Director
  of Terrell Economic Development Corporation, Board member-Terrell
  Alliance of Education and the Arts, and involved with the
  Southwestern Christian College in the restoration of an
  Historically Designated Building (Robert A. Terrell Roundhouse);
  and
         WHEREAS, In June 2002, became Mayor of Terrell, Texas
  re-elected to a second term in June 2004; and
         WHEREAS, Under the Mayoral leadership of Frances R. Anderson,
  the City of Terrell is positioned as a leader in Kaufman County; and
         WHEREAS, Mayor Anderson and the team of her colleagues on the
  City Council have adopted several ordinances and resolutions to
  improve the quality of life for all citizens of Terrell; and
         WHEREAS, Mayor Anderson has established stronger Code
  Enforcement and Development standards while improving the City's
  infrastructure, water system, streets and drainage; and
         WHEREAS, After twenty-two years of service as council member
  and Mayor, the State of Texas will hold Mayor Anderson as a model
  for Community Service and Leadership; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature recognize Mayor Frances R. Anderson for her
  contribution in Building a Better Terrell; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mayor Anderson as an expression of high regard by the
  Texas House of Representatives.
