R E S O L U T I O N
         WHEREAS, Austin attorney E. Eugene Palmer has long been a
  valued member of the legal profession in the Lone Star State, and
  his expertise and dedication have earned him the respect and
  admiration of many people over the course of his outstanding
  career; and
         WHEREAS, Born June 19, 1931, in San Antonio, Mr. Palmer
  answered his nation's call to duty as a young man, serving in the
  United States Army from 1952 to 1954; he received his undergraduate
  degree from Southern Methodist University in 1956, and he is a 1958
  graduate of The University of Texas School of Law; and
         WHEREAS, Admitted to the bar in 1957, Mr. Palmer has been
  licensed to practice before the Supreme Court of Texas, the United
  States Supreme Court, the Fifth and Eleventh Circuits of the U.S.
  Court of Appeals, and all four districts of the U.S. District Courts
  in Texas; board certified in administrative law by the Texas Board
  of Legal Specialization, Mr. Palmer is also a certified arbitrator
  for the Western District of the U.S. District Court; and
         WHEREAS, Mr. Palmer's practice encompasses such diverse
  areas of expertise as administrative law, legislation, insurance
  law, alcoholic beverage control, gaming law, and professional
  licensing regulation; his active engagement with his profession
  includes membership in the State Bar of Texas, the Austin Bar
  Association, and the American Bar Association; and
         WHEREAS, For 50 years, Mr. Palmer has distinguished himself
  in his chosen field of law, and he may indeed reflect with pride on
  his many professional achievements and the exceptional service that
  he has provided to his clients; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby honor E. Eugene Palmer for his notable legal
  career and extend to him best wishes for continued success; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Palmer as an expression of high regard by the Texas
  House of Representatives.
