R E S O L U T I O N
         WHEREAS, The Honorable Brian Hoyle of Longview has taken
  office as a justice of the 12th Court of Appeals; and
         WHEREAS, A lifelong Texan, Justice Hoyle was born in
  Arlington and raised in Mansfield; he graduated with a bachelor of
  arts degree from The University of Texas at Arlington in 1991 and
  received his law degree from Baylor University in 1994; and
         WHEREAS, After clerking for the Honorable William M. Steger,
  United States District Judge for the Eastern District of Texas, in
  Tyler from 1994 to 1996, Justice Hoyle practiced law in Longview; he
  was associated with Merriman, Patterson & Allison from 1996 to 2000
  and with Brown McCarroll from 2000 to 2006; and
         WHEREAS, While working as an attorney, Justice Hoyle focused
  on such areas as civil defense in product liability, medical
  malpractice, toxic tort, and employment discrimination; he has also
  lectured and published on the matter of federal preemption; and
         WHEREAS, Appointed by Governor Rick Perry to fill the seat
  vacated by Justice Diane DeVasto on the 12th Court of Appeals,
  Justice Hoyle was sworn in on August 28, 2006; he was elected on
  November 7, 2006, to complete the remaining four years of Justice
  DeVasto's term; and
         WHEREAS, Justice Hoyle is married to Katherine Nicole
  Mitchell Hoyle and is the father of two daughters, Katee and Megan;
  he has played an active role in his community as a member of the
  Longview Partnership and Alpine Church of Christ; and
         WHEREAS, With the elevation of Justice Brian Hoyle to the
  judiciary, his fellow citizens have gained a public servant of the
  utmost integrity and ability, and it is indeed a privilege to
  recognize this esteemed Texan for his vital contributions to the
  continuing strength of our civil society; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby congratulate the Honorable Brian Hoyle on his
  elevation to the bench of the 12th Court of Appeals and extend to
  him sincere appreciation for his outstanding public service; and,
  be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Justice Hoyle as an expression of high regard by the
  Texas House of Representatives.
