R E S O L U T I O N
         WHEREAS, Teri E. Flack begins a new chapter of her life with
  her retirement on May 31, 2007, after 26 years of outstanding
  service to the state; and
         WHEREAS, After graduating summa cum laude from Southwest
  Texas State University with a degree in history and political
  science, Ms. Flack worked for the consumer protection division of
  the Office of the Attorney General; her duties included
  investigating violations of the Consumer Protection Act, leading
  investigative teams, managing the consumer protection legislative
  program, and training investigative staff; through her work for the
  attorney general's office, Ms. Flack rendered exemplary service to
  consumers and the people of Texas and worked closely with the Texas
  Legislature to end abuses in the telemarketing and psychiatric
  hospital industries; and
         WHEREAS, Returning to her alma mater to earn a master's
  degree in business administration, Ms. Flack then joined the staff
  of the Texas Higher Education Coordinating Board as director of
  governmental relations and public information; in that capacity,
  she acted as the agency's liaison to the Texas Legislature and
  executive branch, developing policy and negotiating among
  competing parties, and drafting legislation and providing resource
  information; and
         WHEREAS, Ms. Flack went on to support the work of the Texas
  Legislature in 1999 in creating the TEXAS Grant program that has
  helped tens of thousands of needy students attend college and that
  will pay dividends for future generations of Texans; and
         WHEREAS, Ms. Flack's growing expertise in policy and budget
  matters regarding higher education resulted in her 2001 selection
  as deputy commissioner of the coordinating board, and she has since
  acted as its chief operating officer; she has expanded her role in
  developing and implementing higher education policy and championed
  the goals of Closing the Gaps by 2015, the state's higher education
  plan; and
         WHEREAS, During the past three legislative sessions, members
  of the Texas Legislature have benefited from Ms. Flack's knowledge
  of the intricacies of the coordinating board budget and her ability
  to answer questions in detail on such diverse topics as financial
  aid, research, tuition revenue bonds, graduate medical education,
  loan programs, academic programs, higher education finance,
  facilities, accountability, enrollments, and
  college-readiness--all of which she can explain lucidly, calmly,
  and respectfully for hours on end; and
         WHEREAS, For more than a quarter-century, Teri Flack has
  served the State of Texas with great skill and commitment, and
  through her distinguished service, she has made an invaluable
  contribution to Texas consumers, to students enrolled in Texas
  colleges and universities, and to higher education throughout the
  Lone Star State; now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby honor Teri E. Flack for her outstanding career
  and extend to her sincere best wishes for a very happy and rewarding
  retirement; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Flack as an expression of high regard by the Texas
  House of Representatives.
