R E S O L U T I O N
         WHEREAS, Hal Talton, has ably served with distinction as
  chief of staff and general counsel in the office of State
  Representative Dan Gattis since January 2003, and he truly deserves
  commendation for the tireless, self-sacrificial, and skilled
  public service that he has provided to the office of Representative
  Gattis, the constituents comprising House District 20, and to the
  entire Great State of Texas, during the 78th, 79th and 80th
  Legislative Sessions, and all the Called Sessions and legislative
  interims during this time period;
         WHEREAS, A graduate of the University of Arkansas School of
  Law at Fayetteville, with a doctor of jurisprudence degree, and a
  graduate of the Texas A&M University system, with a master's degree
  in business administration and a bachelor's degree in business
  administration, Mr. Talton has consistently exhibited superior
  skill and knowledge in helping pass Representative Gattis' 
  extensive and positive legislative agenda, including legislation
  favorably impacting various important public policy issues, such as
  water, the justice system, transportation, health care, and
  taxpayer rights;
         Whereas, Recognized for his ability to remain calm and
  composed in all situations, Mr. Talton has always exhibited the
  highest ideals of a Christian gentleman, and he has the respect of
  his office colleagues, and from his peers and from members of the
  legislature throughout the Capitol;
         WHEREAS, Raised in a military family, Mr. Talton is always
  focused on completing the mission at hand to the best of his ability
  and inspiring others to do likewise;
         WHEREAS, Recognized for his approachable demeanor, Mr.
  Talton has mentored many newcomers to the legislative process, and
  his efforts are especially recognized during this 80th Session when
  he guided and shaped a brand new staff into a highly effective team
  known for its skill throughout the Capitol and beyond;
         WHEREAS, Hal Talton, has demonstrated outstanding
  professionalism and talents, and his skill and professional
  dedication are sincerely appreciated;  now, therefore, be it
         RESOLVED, That the House of Representatives of the 80th Texas
  Legislature hereby honor Hal Talton for his extraordinary public
  service as chief of staff and general counsel in the office of State
  Representative Dan Gattis and commend and thank him for his hard
  work in behalf of the citizens of Texas;  and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Talton as an expression of high regard by the Texas
  House of Representatives.
