A BILL TO BE ENTITLED
AN ACT
relating to a prohibition on state officers or employees who are not
United States citizens representing the state in matters concerning
certain foreign governments.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Chapter 651, Government Code, is amended by
adding Section 651.010 to read as follows:
       Sec. 651.010.  REPRESENTATION OF THE STATE BY CERTAIN
FOREIGN CITIZENS.  (a)  This section applies only to a state
officer or employee with policy-making responsibility or broad
discretion in the execution of public policy.
       (b)  A state officer or employee who is not a citizen of the
United States may not in the course of conducting state business
represent the state in matters concerning the government of a
country of which the officer or employee is a citizen.
       SECTION 2.  This Act takes effect September 1, 2007.
