A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to establishment of a pilot program to provide early |
|
identification of public school students at risk of dropping out of |
|
school. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter C, Chapter 29, Education Code, is |
|
amended by adding Section 29.096 to read as follows: |
|
Sec. 29.096. EARLY WARNING DATA SYSTEM PILOT PROGRAM. (a) |
|
Using funds appropriated for that purpose, the commissioner by |
|
rule shall establish a pilot program under which a participating |
|
school district, with assistance from the agency, creates an early |
|
warning data system to identify students likely to become at risk of |
|
dropping out of school, as described by Section 29.081(d). |
|
(b) The commissioner shall select to participate in the |
|
pilot program school districts that have relatively high numbers of |
|
students dropping out of school. |
|
(c) An early warning data system created under the pilot |
|
program must use student performance data and other indicators to |
|
identify at the earliest possible time students likely to become at |
|
risk of dropping out of school, as described by Section 29.081(d), |
|
so that appropriate intervention services may be provided to the |
|
students by the district. |
|
(d) The commissioner shall adopt rules necessary to |
|
implement the pilot program. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2007. |
