A BILL TO BE ENTITLED
AN ACT
relating to the creation of a supreme court judicial system to
support the operation of the Supreme Court of Texas.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Subchapter A, Chapter 22, Government Code, is
amended by adding Section 22.016 to read as follows:
       Sec. 22.016.  SUPREME COURT JUDICIAL SYSTEM. (a)  The
comptroller shall establish a supreme court judicial system to:
             (1)  assist the supreme court in the processing of
original proceedings and petitions for review from the courts of
appeals; and
             (2)  defray other costs and expenses incurred in the
operation of the supreme court.
       (b)  To fund the system, the supreme court shall set a court
costs fee of not more than $50 for each civil suit filed in a court
of appeals or the supreme court.
       (c)  The court costs fee does not apply to a suit filed by the
state or any county or to a suit for delinquent taxes.
       (d)  The court costs fee shall be taxed, collected, and paid
as other court costs in an appeal. The clerk of each court shall
collect the court costs fee set under this section and remit the fee
to the comptroller. The comptroller shall deposit the fee in a
separate supreme court judicial system fund. The chief justice of
the supreme court shall manage the fund for the purposes of the
judicial system created under this section. The fund may not be
used for any other purpose.
       SECTION 2.  This Act takes effect September 1, 2007.
