A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to the development of a plan to reregulate the electric |
|
|
market in this state. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. (a) The Public Utility Commission of Texas |
|
|
shall develop a plan to reregulate the production and sale of |
|
|
electricity. |
|
|
(b) The plan required by Subsection (a) of this section |
|
|
shall include: |
|
|
(1) possible methods to reverse the restructuring of |
|
|
the electric utility industry made by Chapter 405, Acts of the 76th |
|
|
Legislature, Regular Session, 1999; |
|
|
(2) an evaluation of the effect on electricity prices |
|
|
of each method; and |
|
|
(3) necessary legislative changes to implement each |
|
|
method. |
|
|
(c) Not later than January 5, 2009, the Public Utility |
|
|
Commission of Texas shall deliver the plan to the governor, the |
|
|
lieutenant governor, and the electric utility restructuring |
|
|
legislative oversight committee. |
|
|
SECTION 2. This Act takes effect September 1, 2007. |
