A BILL TO BE ENTITLED
AN ACT
relating to the establishment of a school of law at The University
of Texas at Brownsville.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Chapter 78, Education Code, is amended by adding
Section 78.11 to read as follows:
       Sec.  78.11.  UNIVERSITY OF TEXAS AT BROWNSVILLE SCHOOL OF
LAW.  (a)  The board shall establish and maintain the University of
Texas at Brownsville School of Law as a professional school of the
university.
       (b)  The board may prescribe courses leading to customary
degrees offered at other leading American schools of law and may
award those degrees.
       (c)  The school of law shall be located in Cameron County.
       SECTION 2.  Not later than December 1, 2007, the Texas Higher
Education Coordinating Board shall prepare a feasibility study to
assist the board of regents of The University of Texas System in
establishing a law school as provided by this Act.
       SECTION 3.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2007.
