A BILL TO BE ENTITLED
 
AN ACT
  relating to the Employers for Education Excellence Award.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter D, Chapter 7, Education Code, is
  amended by adding Section 7.113 to read as follows:
         Sec. 7.113.  EMPLOYERS FOR EDUCATION EXCELLENCE AWARD.  
  (a)  The board shall create the Employers for Education Excellence
  Award to honor employers that implement a policy to support
  employees who attend parent-teacher conferences.
         (b)  An employer that meets the criteria described by this
  section may apply for consideration to receive the award.
         (c)  The board shall establish the following levels of
  recognition for employers:
               (1)  bronze for an employer that implements a policy to
  support employees who attend parent-teacher conferences;
               (2)  silver for an employer that:
                     (A)  meets the requirements of bronze; and
                     (B)  implements a policy to support employees who
  volunteer at school; and
               (3)  gold for an employer that:
                     (A)  meets the requirements of silver; and
                     (B)  implements a policy to support employees who
  participate in school mentoring programs.
         (d)  The board shall establish criteria to certify
  businesses to receive the Employers for Education Award at the
  appropriate level of recognition.  The commissioner shall review
  the applications and make recommendations to the board regarding
  which businesses should be recognized and at which level.  The board
  may approve or modify the commissioners recommendation.
         (e)  The board shall honor the recipient of an Employers for
  Education Award by presenting the recipient with a suitable
  certificate that includes the business's level of recognition and
  other appropriate information.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2007.
