A BILL TO BE ENTITLED
AN ACT
relating to the use of certain funds by certain school districts and
open-enrollment charter schools for the development and
implementation of strategies for dropout prevention.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Subchapter Z, Chapter 29, Education Code, is
amended by adding Section 29.916 to read as follows:
       Sec. 29.916.  DROPOUT PREVENTION STRATEGIES.
(a)  Notwithstanding Sections 39.114 and 42.152, a school district
or open-enrollment charter school with a high dropout rate, as
determined by the commissioner, shall use 25 percent of the
school's high school allotment under Section 39.114 and 25 percent
of the school's compensatory education allotment under Section
42.152 for the development and implementation of research-based
strategies for dropout prevention, as approved by the commissioner.
       (b)  The commissioner shall adopt rules for the
administration and implementation of this section.
       SECTION 2.  As soon as practicable after the effective date
of this Act, the commissioner of education shall adopt rules as
required by Section 29.916, Education Code, as added by this Act.
       SECTION 3.  This Act applies beginning with the 2007-2008
school year.
       SECTION 4.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2007.
