A BILL TO BE ENTITLED
AN ACT
relating to the development of a regional water supply reservoir
project at a site known as Cedar Ridge in Haskell, Shackelford, and
Throckmorton Counties, Texas.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  DEFINITION.  In this Act, Cedar Ridge Reservoir
Project means the reservoir project on the Clear Fork Brazos River
Haskell, Shackelford and Throckmorton Counties, Texas, that is
identified for development in the current state and regional water
plans.
       SECTION 2.  LEGISLATIVE FINDINGS.  The legislature finds
that:
             (1)  the development of new water supplies to meet the
growing demand for water is necessary for the sound economic
development of this state and is of concern and importance to this
state;
             (2)  the state water plan identifies several sites for
new reservoirs as having unique value for reservoir construction,
including the site for the Cedar Ridge Reservoir; and
             (3)  the designation of the site for the Cedar Ridge
Reservoir Project as a unique reservoir site is necessary for the
sound economic development of this state and for the purpose of
promoting the public health, safety, and general welfare of this
state.
       SECTION 3.  DESIGNATION OF SITE.  The legislature, as
authorized by Section 16.051(g), Water Code, designates the site
known as the Cedar Ridge Reservoir on the Clear Fork Brazos River in
Haskell, Shackelford, and Throckmorton Counties, Texas, as a site
of unique value for the construction of a dam and reservoir.  The
legislature also determines that the Cedar Ridge Reservoir Project
is necessary to meet identified water supply requirements in Region
G of the state water plan.
       SECTION 4.  EFFECTIVE DATE.  This Act takes effect
immediately if it receives a vote of two-thirds of all the members
elected to each house, as provided by Section 39, Article 4 III,
Texas Constitution.  If this Act does not receive the vote necessary
for immediate effect, this Act takes effect September 1, 2007.
