A BILL TO BE ENTITLED
AN ACT
relating to a safety education program in public schools.
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Subchapter A, Chapter 28, Education Code, is
amended by adding Section 28.010 to read as follows:
       Sec. 28.010.  SAFETY EDUCATION PROGRAM.  (a)  The
commissioner shall develop a safety education program for use in
all school districts.
       (b)  The safety education program must include
age-appropriate curricula and educational materials about
recognizing and reporting inappropriate conduct by an adult
including, but not limited to, verbal comments, physical contact,
photography, and online communications.
       (c)  The commissioner by rule shall establish the minimum
amount of time during the school year that a school district must
provide safety education program instruction.
       SECTION 2.  The commissioner shall develop or adopt a safety
education program as provided by Section 28.010, Education Code, as
added by this Act, not later than January 1, 2008.
       SECTION 3.  This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution.  If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2007.
