A BILL TO BE ENTITLED

|
AN ACT
|
|
relating to a safety education program in public schools. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter A, Chapter 28, Education Code, is |
|
amended by adding Section 28.010 to read as follows: |
|
Sec. 28.010. SAFETY EDUCATION PROGRAM. (a) The |
|
commissioner shall develop a safety education program for use in |
|
all school districts. |
|
(b) The safety education program must include |
|
age-appropriate curricula and educational materials about |
|
recognizing and reporting inappropriate conduct by an adult |
|
including, but not limited to, verbal comments, physical contact, |
|
photography, and online communications. |
|
(c) The commissioner by rule shall establish the minimum |
|
amount of time during the school year that a school district must |
|
provide safety education program instruction. |
|
SECTION 2. The commissioner shall develop or adopt a safety |
|
education program as provided by Section 28.010, Education Code, as |
|
added by this Act, not later than January 1, 2008. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2007. |
