CONCURRENT RESOLUTION
       WHEREAS, The Legislature of the State of Texas regards the
health of the children of Texas to be of paramount importance to
families in this state; and
       WHEREAS, Poor child health is a threat to the educational
achievement and social and psychological well-being of the children
of Texas; protecting the health of children is essential to the
welfare of Texas' youngest citizens and to the quality of life in
this state; and
       WHEREAS, Texas' state Children's Health Insurance Program,
which has enrolled thousands of uninsured children since its
inception, is an integral part of the arrangements for health
benefits for the children of the State of Texas; and
       WHEREAS, The state's Children's Health Insurance Program is a
valuable tool that preserves child wellness, prevents and treats
childhood disease, improves health outcomes, and reduces overall
health costs; and
       WHEREAS, The federal funding available for the program is
indispensable to providing health benefits for children from
families of modest means; now, therefore, be it
       RESOLVED, That the 80th Legislature of the State of Texas
hereby respectfully urge all components of state government to work
together with educators, health care providers, social workers, and
parents to ensure that all available public and private assistance
for providing health benefits to uninsured children in this state
be used to the maximum extent possible; and, be it further
       RESOLVED, That the 80th Legislature of the State of Texas
hereby respectfully urge the governor to work with the Texas
delegation to the congress to ensure that the federal State
Children's Health Insurance Program is reauthorized in a timely
manner; and, be it further
       RESOLVED, That the 80th Legislature of the State of Texas
hereby respectfully urge the governor to provide meaningful
assistance to help identify and enroll children who qualify for
Medicaid or the state's Children's Health Insurance Program; and,
be it further
       RESOLVED, That the 80th Legislature of the State of Texas
hereby respectfully urge the Congress of the United States to
ensure the timely reauthorization of the federal State Children's
Health Insurance Program in order to assure continued federal
funding for the Texas Children's Health Insurance Program; and, be
it further
       RESOLVED, That the Texas secretary of state forward official
copies of this resolution to the governor of the State of Texas, the
president of the United States, to the speaker of the house of
representatives and the president of the senate of the United
States Congress, and to all the members of the Texas delegation to
the congress with the request that this resolution be officially
entered in the Congressional Record as a memorial to the Congress of
the United States of America.
