A JOINT RESOLUTION
proposing a constitutional amendment authorizing the legislature
to permit a district created to provide local funding to support
public institutions of higher education to impose an ad valorem tax
if approved by the voters of the district.
       BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Article VII, Texas Constitution, is amended by
adding Section 20 to read as follows:
       Sec. 20.  The legislature by general law may authorize a
district whose purpose is to provide local funding to support
educational programs, including student financial aid programs, at
public institutions of higher education to impose an ad valorem tax
on property located within the district if approved by a majority of
the voters in the district at an election held for that purpose.  
Revenue from the tax may be used only for costs of administering the
district and for providing funding for those educational programs.
       SECTION 2.  This proposed constitutional amendment shall be
submitted to the voters at an election to be held November 6, 2007.
The ballot shall be printed to permit voting for or against the
proposition: "The constitutional amendment to authorize the
legislature to permit a district created to provide local funding
to support educational programs at public institutions of higher
education to impose an ad valorem tax to support those educational
programs if the tax is approved by the voters of
the district."
