A JOINT RESOLUTION
|
|
proposing a constitutional amendment authorizing the legislature |
|
to permit a district created to provide local funding to support |
|
public institutions of higher education to impose an ad valorem tax |
|
if approved by the voters of the district. |
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Article VII, Texas Constitution, is amended by |
|
adding Section 20 to read as follows: |
|
Sec. 20. The legislature by general law may authorize a |
|
district whose purpose is to provide local funding to support |
|
educational programs, including student financial aid programs, at |
|
public institutions of higher education to impose an ad valorem tax |
|
on property located within the district if approved by a majority of |
|
the voters in the district at an election held for that purpose. |
|
Revenue from the tax may be used only for costs of administering the |
|
district and for providing funding for those educational programs. |
|
SECTION 2. This proposed constitutional amendment shall be |
|
submitted to the voters at an election to be held November 6, 2007. |
|
The ballot shall be printed to permit voting for or against the |
|
proposition: "The constitutional amendment to authorize the |
|
legislature to permit a district created to provide local funding |
|
to support educational programs at public institutions of higher |
|
education to impose an ad valorem tax to support those educational |
|
programs if the tax is approved by the voters of |
|
the district." |
