A JOINT RESOLUTION
|
|
proposing a constitutional amendment to establish a commission on |
|
state government spending to address waste, fraud, and abuse in |
|
state agency operations. |
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Article III, Texas Constitution, is amended by |
|
adding Section 31a to read as follows: |
|
Sec. 31a. The legislature by general law may: |
|
(1) create a commission of members appointed by the |
|
governor, lieutenant governor, and speaker of the house of |
|
representatives to audit and study state agencies and institutions |
|
in the executive department of state government and recommend ways |
|
to reduce or eliminate waste, fraud, and abuse in state government |
|
operations; and |
|
(2) notwithstanding Section 11 or 31 of this article, |
|
require future legislatures to accept or reject, but not amend, a |
|
list of substantive recommendations presented to the legislature by |
|
the commission. |

SECTION 2. This proposed constitutional amendment shall be |
|
submitted to the voters at an election to be held November 6, 2007. |
|
The ballot shall be printed to permit voting for or against the |
|
proposition: "The constitutional amendment to establish a |
|
commission on state government spending to study and recommend ways |
|
to reduce or eliminate waste, fraud, and abuse in state agency |
|
operations." |
