A JOINT RESOLUTION
proposing a constitutional amendment to establish a commission on
state government spending to address waste, fraud, and abuse in
state agency operations.
       BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Article III, Texas Constitution, is amended by
adding Section 31a to read as follows:
       Sec. 31a. The legislature by general law may:
             (1)  create a commission of members appointed by the
governor, lieutenant governor, and speaker of the house of
representatives to audit and study state agencies and institutions
in the executive department of state government and recommend ways
to reduce or eliminate waste, fraud, and abuse in state government
operations; and
             (2)  notwithstanding Section 11 or 31 of this article,
require future legislatures to accept or reject, but not amend, a
list of substantive recommendations presented to the legislature by
the commission.
       SECTION 2.  This proposed constitutional amendment shall be
submitted to the voters at an election to be held November 6, 2007.
The ballot shall be printed to permit voting for or against the
proposition: "The constitutional amendment to establish a
commission on state government spending to study and recommend ways
to reduce or eliminate waste, fraud, and abuse in state agency
operations."
