A JOINT RESOLUTION
proposing a constitutional amendment to impose term limits on
members of the legislature.
       BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.   Article III, Texas Constitution, is amended by
adding Section 7a to read as follows:
       Sec. 7a.  (a)  A person is not eligible to be elected to the
legislature if the person has served as a member of the legislature
during all or part of eight previous regular sessions of the
legislature.
       (b)  For a person elected to the legislature at an election
that occurs during a regular session of the legislature who was not
a member of the legislature for any previous part of that regular
session, that session is not considered as a previous regular
session for purposes of determining a person's eligibility under
this section to be elected at that election.
       (c)  Legislative service before the legislature convenes in
regular session in 2009 is not counted in determining whether a
person is disqualified from election to office under this section.
       SECTION 2.   This proposed constitutional amendment shall be
submitted to the voters at an election to be held November 6, 2007.
The ballot shall be printed to permit voting for or against the
following proposition:  "The constitutional amendment to impose
term limits on members of the Texas Legislature."
