A JOINT RESOLUTION
proposing a constitutional amendment authorizing this state to
license persons to conduct gaming on cruise vessels departing from
or returning to a dock in this state.
       BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Article III, Texas Constitution, is amended by
adding Section 47-a to read as follows:
       Sec. 47-a.  (a)  In addition to any lottery or gift
enterprise authorized by Section 47 of this article, the
legislature by general law may authorize this state to license a
person to conduct gaming, including electronic gaming, on a ship or
other watercraft that is departing from or returning to a dock in
this state on a cruise.
       (b)  In this section, "electronic gaming" means a game based
primarily on chance that is played for consideration by an
individual on an electronic machine or video display and in which
the player may win a thing of value each time the game is played.
       SECTION 2.  This proposed constitutional amendment shall be
submitted to the voters at an election to be held November 6, 2007.
The ballot shall be printed to permit voting for or against the
proposition: "The constitutional amendment authorizing this state
to license persons to conduct gaming, including electronic gaming,
on cruise vessels departing from or returning to a dock in this
state."
