A JOINT RESOLUTION
proposing a constitutional amendment authorizing the legislature
to provide for the ad valorem taxation of land used for recreational
purposes on the basis of a percentage of the market value of the
land.
       BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
       SECTION 1.  Article VIII, Texas Constitution, is amended by
adding Section 1-d-2 to read as follows:
       Sec. 1-d-2.  To promote the preservation of land for
recreational purposes, the legislature by general law may provide
for the ad valorem taxation of land used for those purposes on the
basis of a percentage, which may not be less than 20 percent, of the
market value of the land. The legislature by general law may
provide eligibility limitations under this section and may impose
sanctions in furtherance of the taxation policy of this section.
       SECTION 2.  This proposed constitutional amendment shall be
submitted to the voters at an election to be held November 6, 2007.
The ballot shall be printed to permit voting for or against the
proposition: "The constitutional amendment authorizing the
legislature to provide for the ad valorem taxation of land used for
recreational purposes on the basis of a percentage of the market
value of the land."
