SENATE RESOLUTION NO. 370
       WHEREAS, The Senate of the State of Texas is pleased
to pay tribute to Joe J. Bernal of San Antonio on the grand
occasion of his 80th birthday; and
       WHEREAS, Joe Bernal was born March 1, 1927; he
graduated from Trinity University and earned his master's
degree at Our Lady of the Lake University and his doctorate
at The University of Texas at Austin; and
       WHEREAS, Mr. Bernal has had an impressive career that
has spanned more than 50 years and has included service in both
education and state government; he has served as a social worker,
a classroom teacher, a principal, an assistant superintendent,
a state representative, and a state senator; and
       WHEREAS, Mr. Bernal was elected to the State Board of
Education in 1996; he served as vice chairman of the board from
2001 to 2003; he recently served as chairman of the board's
Committee on Instruction; and
       WHEREAS, During his years of service in the Senate,
Mr. Bernal was the primary author of many bills that were enacted
into law and that dealt with such matters of import as creating
free statewide kindergartens for some five-year olds, establishing
The University of Texas at San Antonio, authorizing the first
minimum wage law in Texas, and creating a dental school and a
nursing school at The University of Texas Health Science Center
at San Antonio; and
       WHEREAS, Joe Bernal is an adjunct professor at
The University of Texas at San Antonio in bicultural and
bilingual studies; he is highly respected for his outstanding
accomplishments and his longtime and exemplary service to his
community and state; now, therefore, be it
       RESOLVED, That the Senate of the State of Texas,
80th Legislature, hereby recognize Joe Bernal as a treasured
citizen of San Antonio and the State of Texas and extend best
wishes to him on the occasion of his 80th birthday; and, be it
further
       RESOLVED, That a copy of this Resolution be prepared for
him as a memento of this special day.
