SENATE RESOLUTION NO. 442
       WHEREAS, The Senate of the State of Texas is pleased to
recognize the Seaborne ChalleNGe Corps of Texas for encouraging
young Texans to attain their very highest potential both in
school and in life; and
       WHEREAS, Operated by the Texas National Guard, this vital
program addresses the economic and social problems that result
when students drop out of school, by providing education,
training, career development, and service to the community for
at-risk young people; and
       WHEREAS, The Seaborne ChalleNGe Corps began 10 years ago as
an initiative of Texas A&M University at Galveston; it was
incorporated into the National Youth ChalleNGe Program of the
National Guard Bureau in 1999; one hundred percent of all
Texas Senate districts have had a corps member in at least one of
the past seven classes; and
       WHEREAS, The Seaborne ChalleNGe Corps is a rigorous
program organized into two phases; in the first phase, the
students live on campus and adjust to the rules and rigors of the
program before undergoing training and completing the
curriculum; in the second phase, the students return to their
hometowns, where they pursue the education, employment, or
military goals they have set for themselves with the assistance
of an adult mentor; and
       WHEREAS, By offering a safe haven, physical training, and
an educational environment free from the distractions of today's
world, the Seaborne ChalleNGe Corps provides a means for many
young people to achieve the education they deserve; now,
therefore, be it
       RESOLVED, That the Senate of the State of Texas,
80th Legislature, hereby commend the Seaborne ChalleNGe Corps of
Texas for its outstanding work in providing challenges and
educational opportunities to at-risk young people and extend to
all involved with the program best wishes for future success;
and, be it further
       RESOLVED, That a copy of this Resolution be prepared for
the participants of this outstanding program as an expression of
esteem from the Texas Senate.
