SENATE RESOLUTION NO. 794
       WHEREAS, The Senate of the State of Texas is pleased to
recognize James Buchanan, who has received the Friend of the
Profession award from the Southwest Conference on Language
Teaching; and
       WHEREAS, James Buchanan is principal of Communications
Arts High School of the Northside Independent School District in
San Antonio; he received the award for his leadership in his
school and his support of the study of international languages;
and
       WHEREAS, Due to his advocacy and leadership, his school
adopted the policy that all students take three years of Spanish
language classes; his work with the International Language
Department includes encouraging student and teacher involvement
through mentoring programs and attendance at conferences; and
       WHEREAS, He has been actively involved with the production
of the Spanish language newspaper, La Comunidad; he invites
Spanish-speaking artists to his high school campus and takes
every opportunity to speak with the students and their parents in
Spanish; and
       WHEREAS, Principal Buchanan is truly a source of
inspiration to language educators, and he has played a
significant role in advancing the cause of bilingual education in
the San Antonio community and our state; now, therefore, be it
       RESOLVED, That the Senate of the State of Texas,
80th Legislature, hereby commend Principal James Buchanan of
Communications Arts High School for his work supporting
bilingual education and extend to him congratulations on earning
the Friend of the Profession award from the Southwest Conference
on Language Teaching; and, be it further
       RESOLVED, That a copy of this Resolution be prepared for
him as an expression of esteem from the Texas Senate.
