SENATE RESOLUTION NO. 817
       WHEREAS, The Senate of the State of Texas joins the citizens
of Fredericksburg in mourning the loss of First Lieutenant
Phillip Isaac Neel, who died April 8, 2007, at the age of 27 while
serving his country in Iraq; and
       WHEREAS, Phil Neel was born November 27, 1979; after he
graduated from Fredericksburg High School in 1998, he enlisted in
the United States Army and served as a paratrooper; after his
first tour of duty, he enrolled in the United States Military
Academy at West Point and graduated in 2005; and
       WHEREAS, Lieutenant Neel was a member of the 3rd Battalion,
8th Cavalry Regiment, 3rd Brigade Combat Team, 1st Cavalry
Division, based at Fort Hood; and
       WHEREAS, A quiet, thoughtful young man, Lieutenant Neel
will be remembered for his subtle, understated sense of humor and
for his concern for others and devotion to his family; and
       WHEREAS, Phil Neel demonstrated unwavering resolve and
selfless courage in the performance of his duties; a highly
trained and esteemed soldier, he earned several awards and
citations in the course of his service, including the Army Good
Conduct Medal, the Expert Infantryman Badge, and the Parachute
Badge; and
       WHEREAS, Phil Neel was beloved by his family and friends,
and he will long be remembered with affection and admiration by
all who were privileged to share in his life; now, therefore, be
it
       RESOLVED, That the Senate of the State of Texas,
80th Legislature, hereby extend sincere condolences to the
bereaved family of Phillip Isaac Neel; and, be it further
       RESOLVED, That a copy of this Resolution be prepared for
the members of his family as an expression of deepest sympathy
from the Texas Senate, and that when the Senate adjourns this
day, it do so in memory of Phillip Isaac Neel.
