SENATE RESOLUTION NO. 821
       WHEREAS, Millions of Texans ride bicycles for fitness,
recreation, and transportation and spend more than $100 million
annually on bicycle-related goods and services; and
       WHEREAS, Bicycling is an activity that can help reduce the
annual per capita health care costs of over $6,000; and
       WHEREAS, Bicycle races, tours, rallies, and other events
throughout our state have had a positive economic impact and have
raised millions of dollars for charities; and
       WHEREAS, Texas mountain bikers contribute countless
volunteer hours in state parks and other public lands toward
multiuse trail creation and trail care and toward the enhancement
of the outdoor environment; and
       WHEREAS, When bicycle safety standards are applied to road
design and construction, the result is more bicycling and
bicycle-friendly communities, and active and creative citizens
who make positive contributions economically and culturally are
drawn to the activity; and
       WHEREAS, The Texas Bicycle Coalition was organized in 1991
to promote improved bicycling access, safety, and education in
the Lone Star State; and
       WHEREAS, The Texas Department of Transportation awarded
the Texas Bicycle Coalition Education Fund a grant for the Texas
SuperCyclist Project, through which thousands of physical
education and health teachers have been trained in bicycle
safety, and the United States Department of Education awarded the
Texas Bicycle Coalition Education Fund a grant in 2004 to pilot a
state Safe Routes to School Program; and
       WHEREAS, The founders, members, and volunteers of the
Texas Bicycle Coalition have made valuable contributions toward
bicycle safety in our state, and it is most appropriate to honor
them at this time; now, therefore, be it
       RESOLVED, That the Senate of the State of Texas,
80th Legislature, hereby commend the founders of the Texas
Bicycle Coalition, its board of directors, its staff, and its
members and volunteers; and, be it further
       RESOLVED, That a copy of this Resolution be prepared for
the Texas Bicycle Coalition as an expression of regard from the
Texas Senate.
