SENATE RESOLUTION NO. 935
       WHEREAS, The Senate of the State of Texas is pleased to
recognize Donald Wayne Haynes, who retired on February 22, 2007,
after 31 years and eight months of loyal service with the
City of Houston Fire Department; and
       WHEREAS, Donald Haynes holds a bachelor's degree in
psychology from the University of Houston, a master's degree in
criminal justice administration from Sam Houston State
University, and an associate's degree in fire technology from
Houston Community College; he also graduated from the 166th
Session of the Federal Bureau of Investigation National Academy
in Quantico, Virginia; he served over 22 years in the Houston
Arson Bureau as a peace officer; and
       WHEREAS, He began his exceptional career in the Houston
Fire Department as a firefighter and chauffeur and engineer in
1975; he became an inspector in 1982 and an investigator in 1985;
he served for a year as assistant fire chief and was a senior
investigator; he served as assistant chief investigator from
2001 until his recent retirement; and
       WHEREAS, Chief Haynes also holds many state certifications,
including that of master firefighter, master fire and arson
investigator, master peace officer, and field examiner; he is a
State of Texas licensed polygraph examiner; and
       WHEREAS, A highly respected leader in the community, he
is a life member of the National Association for the Advancement
of Colored People, and he has been a member of Omega Psi Phi
Fraternity, Incorporated, for over 35 years; he served on the
board of directors of Shape Community Center for over 10 years;
and
       WHEREAS, During his career as a firefighter, Donald Haynes
handled his many responsibilities with courage and conviction
and was dedicated to making Houston a safer place in which to
live, and he deserves recognition for his outstanding service;
now, therefore, be it
       RESOLVED, That the Senate of the State of Texas,
80th Legislature, hereby commend Donald Wayne Haynes for his
superior career in firefighting and extend to him best wishes for
the retirement years ahead; and, be it further
       RESOLVED, That a copy of this Resolution be prepared for
him as an expression of esteem from the Texas Senate.
