SENATE RESOLUTION NO. 957
       WHEREAS, The Senate of the State of Texas joins the citizensof
San Antonio in mourning the loss of Dr. Roy Edward Baxter, who died
April 6, 2007, at the age of 84; and
       WHEREAS, Roy Baxter was born February 15, 1923, in
Boston, Massachusetts; he graduated from Newton High School in
1941 and at the age of 18 volunteered to serve his nation in the
military in World War II; his division was instrumental in the
liberation of France, and his name is displayed at the Arc de
Triomphe in Paris; and
       WHEREAS, After the war, he earned a bachelor's degree from
Boston University before being recalled into the United States Army,
where he served for an additional 20 years, retiring as a colonel;
during his years of service, he earned a master's degree in social
work from Northeastern University and a doctorate in social work
from Case Western University; and
       WHEREAS, Following his retirement from the military,
Dr. Baxter taught for more than 20 years at the Worden School of
Social Service at Our Lady of the Lake University in San Antonio;
he also entered private practice and was a founding owner of
Adult Parent Child Consultation, Incorporated; and
       WHEREAS, Dr. Baxter made a difference in the lives of many
people, and his family and his friends will cherish the memories
of his life and his many accomplishments; now, therefore, be it
       RESOLVED, That the Senate of the State of Texas,
80th Legislature, hereby extend sincere condolences to the
bereaved family of Dr. Roy Edward Baxter: his wife of 52 years,
Juanita Sarah Davis Baxter; and his sons, Alan Edward Baxter and
Frank Edward Baxter; and, be it further
       RESOLVED, That a copy of this Resolution be prepared for
the members of his family as an expression of deepest sympathy
from the Texas Senate, and that when the Senate adjourns this
day, it do so in memory of Dr. Roy Edward Baxter.
