SENATE RESOLUTION NO. 961
       WHEREAS, The Senate of the State of Texas pays tribute
to the life of the Honorable Juanita Millender-McDonald, a
distinguished United States congresswoman from California, who
died April 21, 2007, at the age of 68; and
       WHEREAS, Representative Juanita Millender-McDonald was
a trailblazer and a leader in election reform; a seven-term
congresswoman, she represented a heavily Democratic southern
California district that includes Compton, Long Beach, and parts
of Los Angeles; and
       WHEREAS, She had recently become the first black woman to
chair the Committee on House Administration, which oversees
operations of the House of Representatives and federal election
procedures; and
       WHEREAS, Juanita Millender-McDonald, a native of
Birmingham, Alabama, lived in Carson, California; she was
elected to the Carson city council in 1990 after working as a
volunteer for the gubernatorial campaign of former Los Angeles
Mayor Tom Bradley and other local races; she went on to serve in
the California State Assembly; and
       WHEREAS, She won a special election for a United States
House seat in 1996 and won a full term in November, 1996; she
continued to serve since then, winning reelection easily; and
       WHEREAS, Representative Millender-McDonald was an
advocate for full participation by all Americans in the success
and prosperity of this country; she was a highly esteemed public
servant, and she will be greatly missed; now, therefore, be it
       RESOLVED, That the Senate of the State of Texas,
80th Legislature, hereby extend sincere condolences to the
bereaved family of Juanita Millender-McDonald: her husband,
James McDonald, Jr., and her five children; and, be it further
       RESOLVED, That a copy of this Resolution be prepared for
her family as an expression of deepest sympathy from the
Texas Senate, and that when the Senate adjourns this day, it do
so in memory of Juanita Millender-McDonald.
