SENATE RESOLUTION NO. 979
         WHEREAS, The Senate of the State of Texas is pleased
  to recognize Bill Fell for his volunteer work on behalf of the
  citizens of Plano and Collin County; and
         WHEREAS, Bill Fell was honored recently with a civic and
  community service award from the Volunteer Center of North Texas;
  he is retired and spends his days monitoring handicap parking
  spaces and volunteering for several organizations; and
         WHEREAS, A champion for people with disabilities, he
  volunteers with the police department's Handicap Parking Program
  to ensure only those persons with the required permits park in
  handicap parking spaces at shopping centers, hospitals, and
  doctor's offices; and
         WHEREAS, The work he does for the Handicap Parking Program
  allows the police department to spend time taking care of other
  important aspects of their jobs, such as handling emergency calls;
  since Mr. Fell began working with the Handicap Parking Program
  in 2001, the number of handicap parking violators has decreased
  significantly; and
         WHEREAS, Mr. Fell also volunteers with the Plano Citizens
  Police Academy Alumni Association, the Plano Fire Rescue
  Associates, the Collin County Sheriff's Office, Collin County
  Homeland Security, the Collin County Emergency Management Team,
  and many other organizations; and
         WHEREAS, An exceptionally generous and dedicated
  volunteer, Bill Fell has made a positive impact on the lives
  of many people in Plano and Collin County, and he is a treasured
  citizen and an outstanding role model; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas,
  80th Legislature, hereby commend Bill Fell for his volunteerism
  in Plano and Collin County and congratulate him on receiving the
  civic and community service award from the Volunteer Center of
  North Texas; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
