SENATE RESOLUTION NO. 1013
         WHEREAS, An individual of high energy and enthusiasm,
  Libbie Terrell Lee is an established expert in such areas
  as community development, public speaking, training, staff
  development, program design, strategic planning, and program
  evaluation; and
         WHEREAS, Her experience and knowledge of state and national
  standards relating to program strategies has gained her national
  attention and enables her to effectively provide products to
  clients of culturally diverse backgrounds; and
         WHEREAS, A mediator, trainer, and facilitator with 36 years
  of professional experience, she has designed and directed training
  efforts for Dallas County departments, area public and private
  schools, other large urban counties, and businesses, organizations,
  and institutions; and
         WHEREAS, She is the owner of LTL International, a human
  resource and business management company that provides training
  and technical assistance to upstart "hopefuls" who desire to
  establish an incorporated business; she is a grant writer who
  enjoys teaching others how to become effective writers for their
  own purposes; and
         WHEREAS, Since 1996, she has directed the Dallas Community
  Youth Development, a successful delinquency prevention initiative
  that collaborates with neighborhood and faith-based organizations;
  through this initiative, collaborative partners have learned how
  to effectively manage public money while serving their community;
  and
         WHEREAS, Libbie Lee provides comprehensive technical
  consultation and assistance to institutions and organizations
  and is committed to creating working partnerships between
  management and staff structures and governing bodies and community
  partners to achieve effective strategies and leadership; now,
  therefore, be it
         RESOLVED, That the Senate of the State of Texas,
  80th Legislature, hereby commend Libbie Terrell Lee on her
  outstanding work in her profession and her invaluable assistance
  to businesses, institutions, and organizations; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  her as an expression of esteem from the Texas Senate.
