SENATE RESOLUTION NO. 1073
       WHEREAS, The United States Army Operational Test Command's
Forward Operational Assessment Team VII played a vital role in
support of American soldiers and performed a critical service to
this nation from November of 2006 to April of 2007 in Iraq,
Afghanistan, and Kuwait; and
       WHEREAS, Established in 1969 as the army's only independent
operational tester, the Operational Test Command assesses
systems and equipment in various realistic operational
environments to determine whether those systems are suitable and
effective; and
       WHEREAS, Fort Hood is home to the command's headquarters,
and there are five test directorates and four forward test
directorates located at Fort Bliss, Texas, Fort Huachuca,
Arizona, Fort Sill, Oklahoma, and Fort Bragg, North Carolina; it
is a subordinate command under the Army Test and Evaluation
Command located in Alexandria, Virginia, which provides
full-spectrum testing and evaluation; and
       WHEREAS, Forward Operational Assessment Teams have been
deployed since 2003 and are rotated every six months; they are
embedded with combat and support units to collect data, identify
shortfalls, resolve issues, and help soldiers understand how to
employ and maintain their equipment; and
       WHEREAS, By conducting realistic, objective operational
tests and experiments on systems and weapons, the Army Test and
Evaluation Command, the Operational Test Command, and the
Forward Operational Assessment teams help put the best possible
equipment into the hands of United States soldiers as quickly as
possible; now, therefore, be it
       RESOLVED, That the Senate of the State of Texas,
80th Legislature, hereby honor the Army Test and Evaluation
Command, the United States Army Operational Test Command, and
Forward Operational Assessment Team VII for their exceptional
service to our soldiers, the United States Army, and our great
nation; and, be it further
       RESOLVED, That a copy of this Resolution be prepared for
Forward Operational Assessment Team VII as an expression of
highest regard from the Texas Senate.
