Fiscal Analysis
The bill would require printed informational materials prepared by the Department of State Health Services (DSHS) be provided by a physician performing an abortion to the woman on whom the abortion is to be performed; currently women have the option to certify that they have reviewed the materials on the DSHS website. The bill prohibits information to be provided by a physician or the physician's agent to satisfy the informed consent requirement from being provided by audio or video recording.
Methodology
DSHS estimates they will need to provide 60,000 resource directories and informational brochures at a cost of $63,140 each fiscal year beginning in 2008. DSHS assumes that the abortion facility licensing fee will be increased to offset the additional cost.
