HB53 by Chavez (Relating to the designation of the Cesar Chavez Border Highway and the designation by name of other parts of the highway system.), As Passed 2nd House

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to change the boundaries of the portion of Loop 375 in El Paso that is designated as the Cesar Chavez Border Highway.

Additionally, the bill would designate a portion of Farm-to-Market Road 2004 located in Brazoria County as the Jason Oliff Memorial Highway; designate a portion of Interstate Highway 345 as the Russell H. Perry Memorial Highway; designate a portion of State Highway 37 located in Franklin County as the Tom Ramsay Highway; designate a segment of Loop 534 in Kerrville as the Veterans Highway; designate a portion of U.S. Highway 90 as the Honorable Stillman Dudley Harrison Highway; and designate a portion of State Highway 286 as the Dr. Hector P. Garcia Memorial Highway. The bill would require the Texas Department of Transportation (TxDOT) to design and erect the appropriate markers indicating the highway numbers and the designations. The bill would amend the Transportation Code to specify that TxDOT is not required to design, construct, or erect a marker unless a grant or donation of funds is made to the department to cover the costs. The bill would require money received from such grants or donations to be deposited to the State Highway Fund.

Based on the analysis of TxDOT, it is assumed that costs and duties associated with implementing the provisions of the bill could be absorbed within existing resources.

The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each house or otherwise on September 1, 2007.
