No significant fiscal implication to the State is anticipated.

The bill modifies the eligibility requirements for tuition rebates for students who participate in the Reserve Officer's Training Corps (ROTC). The Higher Education Coordinating Board estimates that ROTC students generated 15% of the semester credit hours generated by Texas public universities in fiscal year 2006. In fiscal year 2006 a total of 3,464 students received rebates that had an average value of $1,000. Applying  the semester credit hour percentage to the number of persons receiving rebates in fiscal year 2006, the number of recipients is estimated at 5 per year. At $1000 per student, the cost estimated at $5,000 annually. Although under Education Code, Section 54.0065(h), the State is required to finance these rebates, the cost is considered insignificant.
