The bill would establish a Texas Redistricting Commission and would transfer responsibilities for redistricting congressional, state senate, and state house of representative districts from the Legislative Redistricting Board to the Commission. The bill also would transfer from the Legislative Redistricting Board to the Commission the responsibility to reapportion judicial districts if the Judicial Districts Board fails to act. The bill would require the legislature to appropriate funds for compensation and payment of expenses of the commission members and any staff employed by the commission.
The Legislative Council currently provides some support to the Legislative Redistricting Board and it is assumed that the Council would provide those same functions for the Texas Redistricting Commission. Also, it is assumed that any additional costs for the Commission would be paid from existing legislative agencies' appropriations.
