The bill would amend the Business and Commerce Code to change the definition of a "telephone call" to include a transmission of a text or graphic message or of an image. The bill would require the Public Utility Commission to include a notice on its website explaining the application of the Texas no-call list regarding a call or other transmission, including a transmision of a text or graphic message or of an image, to a mobile telephone number.
The Public Utility Commission and the Office of Public Utility Counsel anticipate that any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.
This act would take effect on September 1, 2007.
