FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 21, 2007

TO:
Honorable Harvey Hilderbran, Chair, House Committee on Culture, Recreation, & Tourism

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB152 by Phillips (Relating to exempting certain military personnel from the hunter education program.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Parks and Wildlife Code to exempt active duty military personnel from Texas hunter education requirements.  According to the Texas Parks and Wildlife Department, the bill would result in minimal negative revenue implications.  Assuming 750 active duty military personnel take advantage of the exemption (7.5 percent of approximately 10,000 personnel), the estimated revenue loss of $3,750 is not anticipated to be significant (750 personnel exempted from classes at $5 per student).  The bill would take effect September 1, 2007.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
