No significant fiscal implication to the State is anticipated.

The bill would create a difference between a covenant marriage and noncovenant marriage and mandate the Office of the Attorney General to create a pamphlet explaining the terms and conditions of a covenant marriage, including information on dissolution and legal separation and to provide those pamphlets to the county clerks. It is assumed that any additional cost associated with implementing this provision could be absorbed within existing state resources.

The bill would also require the county clerks to distribute to each applicant printed materials about family violence created by the Department of Family and Protective Services. The agency indicates it could absorb the costs associated with this provision within its current resources.

The bill would take effect September 1, 2007.


Local Government Impact

The fiscal impact would vary by county depending on the number of applications filed. No significant fiscal impact to units of local government is anticipated.
