No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code by requiring the Texas Department of Criminal Justice (TDCJ) to implement a residential infant care and parenting program for mothers who are confined to TDCJ. The bill further states that TDCJ shall model the program after the Federal Bureau of Prisons’ Mothers and Infants Together program, located in Ft. Worth, Texas. The actual implementation cost would depend on the contract agreement and the number of inmates involved with the mother infant program.

 

Actual cost based on the Federal Bureau of Prisons’ Mothers and Infants Together program currently operating in Ft. Worth is $64.34 per offender per day which is a comprehensive rate that includes staffing, operating costs, and building expenses. If the bill assumes that there would be 18 participants, the estimated fiscal impact would be $423,872 in fiscal year 2008 and $422,714 in fiscal year 1009.
