No significant fiscal implication to the State is anticipated.

The bill would extend eligibility  under the Early High School Graduation Scholarship Program to the children of migratory workers if certain conditions are met. The Texas Education Agency estimates that in fiscal year 2005, a total of 3,436 migrant children graduated from public high schools in Texas. Of the 239,716 graduates in fiscal year 2005, 4,272 or 1.78% received awards through the program with an average award of $1,176. Applying these percentages to the number of qualified migrant graduates would result in an additional 61 students receiving awards. Using the same average award of $1,176 would result in an additional $72,000 awarded per year which is not significant to the overall appropriation for the program. The program is financed through transfers from the Foundation School Fund, with an estimated appropriation of $8.6 million for the 2006-2007 biennium.
