LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

February 25, 2007

TO:
Honorable Mike Krusee, Chair, House Committee on Transportation

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB227 by Ritter (Relating to the operation of golf carts and side-by-side utility vehicles on municipal streets or county roads.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue specialty license plates for an eligible side-by-side utility vehicle, as defined by the provisions of the bill. The bill would require a fee $10 on the new specialty plates, which would apply only to side-by-side vehicles operated on municipal streets or county roads as specified by the bill.

Based on the analysis of TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources, and fees collected for the issuance of specialy license plates for side-by-side vehicles would not result in a significant revenue gain to the State Highway Fund.

The bill would take effect September 1, 2007.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
