No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code relating to the identification information required of an applicant for a driver's license.

The bill would amend Transportation Code, Section 521.142 (a) and adds (a-1) which states the Department of Public Safety (DPS) must accept as satisfactory proof of identity to receive a driver license an identity document that is issued by another country’s government if the document bears the applicant's photograph, full name and date of birth and the country has reasonable mechanisms by which DPS can verify the identity document. An identify document includes a passport, a consular identity document, and a national identity document that complies with federal law. The bill would take effect on September 1, 2007.

The Department of Public Safety (DPS) determined that the cost of implementing the provisions of the bill would not be significant. DPS estimated a need for $4,600 in professional service fees in additional driver license system programming changes in fiscal year 2008 in order to implement the required changes of the bill. It is assumed that these costs can be absorbed within the agency’s current appropriations.
