LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

February 27, 2007

TO:
Honorable Leo Berman, Chair, House Committee on Elections

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB266 by Anchia (Relating to the designation of certain election days as state holidays.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would make certain state-wide voting days into state holidays for state employees. The number of days is estimated to be four per biennium, with three days in even numbered years, and one in odd numbered years. The direct fiscal impact is estimated to not be significant- state employees would generally either get the day off, or work it and get compensatory time. Compensatory time is not paid. There may be some situations in which certain employees would have to be paid time and a half in order to provide essential state services, but no agency viewed these costs as significant. There could be some impact in agencies' work output in that their employees would be working on average 16 hours less per year, however no essential services would be endangered.

Local Government Impact

No fiscal implication to units of local government is anticipated.
