No significant fiscal implication to the State is anticipated.

The bill would amend Subchapter B, Chapter 531 of the Government Code to require the Health and Human Services Commission (HHSC) to implement a pilot program in at least one urban area in the state.  The pilot program would determine the feasibility, costs and benefits of establishing electronic receipt of eligibility data from a regional indigent care collaborative system.

The agency believes that development of the required interfaces may not be possible within the six month time frame of the bill.  HHSC states that the cost of the bill cannot be determined due to the proposed implementation timeline. 


Local Government Impact

It is likely that the regional indigent care collaborative system would incur costs in developing an interface with the HHSC portal, but those costs are not estimated at this time.
