No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission (HHSC) to conduct a study to determine the costs and benefits to the state of providing presumptive eligibility for Medicaid to each person who appears to meet the income and asset limits for Supplemental Security Income (SSI) benefits.

The results of the study shall be submitted to the Governor, the Lieutenant Governor, Speaker of the House of Representatives, and the presiding officers of the standing committees of the Senate and House of Representatives with primary jurisdiction over the Medicaid program, not later than October 1, 2008.

HHSC estimates that the study would be conducted using existing resources.

The bill would take effect September 1, 2007.

No significant fiscal implication to units of local government is anticipated.
