LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

February 25, 2007

TO:
Honorable Geanie Morrison, Chair, House Committee on Higher Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB383 by Bonnen (Relating to providing for a student who qualifies for automatic admission to an institution of higher education to maintain that status for transferring between institutions in certain circumstances.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would grant automatic admission to transfer students who graduated high school in the top ten percent of their class and completed the core curriculum at an institution of higher education with a cumulative grade point average of at least 3.25 on a four-point scale. Although there could be increased transfers between universities, it is assumed the student affected by the bill would have participated in the higher education system at other institutions.  Therefore the bill would not appreciably increase state formula funding appropriations.

Local Government Impact

No fiscal implication to units of local government is anticipated.
