The bill would make numerous amendments to the Probate Code regarding guardianship appointments, compensation, eligibility, and proceedings. The bill would amend the Election Code regarding adjudging a person mentally incapacitated and the person’s voting rights and eligibility to file as a candidate for public office. To the extent judicial proceedings regarding guardianship matters and voting registrar procedures regarding mentally incapacitated persons are modified, no significant fiscal implication to the State is anticipated. The bill would take effect September 1, 2007.
